Biography

Dr. Annette Windmeisser studied Law in Hamburg and UK, was a junior professor at University Viadrina in Frankfurt/Oder in public international and constitutional law, and after research in the South Pacific obtained a Doctorate from the University of Vienna/Ludwig Boltzmann Institute for Human Rights under the supervision and guidance of Prof. Dr. Manfred Nowak. Her thesis explores the impact of the human rights approach to development cooperation especially for the EU. In 2000 she started in the German Federal Ministry for Economic Cooperation and Development (BMZ) and has since held various positions i.a. in policy and sectoral divions, as head of development cooperation at the German embassies in Uganda and Brazil, and became head of Legal Service in 2013. She became head of Climate Finance in 2021 and is for example representing Germany in the Climate Investment Funds, the Global Environment Facility and the Green Climate Fund.
