Lawyer with studies in Sociology, Political Science and European Communities. He has teaching experience in Colombian universities (Pontificia Universidad Javeriana, Externado de Colombia and Jorge Tadeo Lozano, among others). He directed the Planning Office of the Ministry of Environment and Sustainable Development of Colombia, the Association of Regional Autonomous Corporations and Sustainable Development (Asocars); he served as a consultant to different entities and organisations, including the United Nations Development Programme (UNDP), and as corporate manager of Planning and Control and Customer Service of the Water and Sewerage Company of Bogota (EAAB). He is an expert in water and land management policies and instruments in a context of climate change. He is leading all matters related to climate change, risk management, environmental education and citizen participation.
