Biography

Major General Mamy Nirina RAZAKANAIVO is the Executive Secretary of CPGU (Prevention and Management Emergency Unit) at the Prime Minister's Office in Madagascar. He is at the same time the National Coordinator of the implementation about the African Disaster Risk Financing financed by African Development Bank and the National Supervisor of the ARC (African Risk Capacity) program in Madagascar. At the regional level, he is the President of the regional platform for the Disaster Risk Reduction and climate change adaptation in the Indian Ocean commission. He participated in the emergency response to fight against malnutrition and food insecurity due to the drought in southern Madagascar through the southern caravan in 2021 and he is part of the control and the supervisor team in this southern area. Through the insurance compensation received by Madagascar via the ARC, he is currently leading the preparation of response activities still necessary, recovery operations and rehabilitation works on infrastructure ravaged by the last tropical cyclone Batsirai last March, which hit hard the south-eastern part of Madagascar.Besides his training in the Air Force Academy, he has a Master of Science in the Multidisciplinary Disaster Risk Management at the University of Madagascar and a second Master of Science on the protection and the coastal zone management in Bremen Germany. He received also the High diploma of the Diplomatic and Strategic Study Center (CEDS) from Paris/Madagascar.
