Mandakh Namkhairinchen

Dr. Mandakh Namkhairinchen is Director General of the Policy Planning Department at Mongolia’s Ministry of Environment and Climate Change, where he oversees policy planning and coordination in the environmental and climate sectors. He holds a PhD in Public Administration from the National Academy of Governance of Mongolia and a Master of Environmental Law from the University of Melbourne, Australia.

His professional expertise spans public policy, environmental governance, public finance and institutional coordination. His academic research and publications have focused on environmental financing, local budget allocations for environmental protection and fiscal transfer mechanisms, including financing for Mongolia’s specially protected areas. His expertise is particularly relevant to advancing integrated approaches to climate action, sustainable land management and biodiversity conservation, with an emphasis on translating policy priorities into effective planning, financing and implementation.
